I’m Tammy Waters, and I’m running for mayor of Texarkana, Arkansas.
Bringing people together. Building a stronger Texarkana.
For more than 24 years, I have built relationships and worked to bring people together across business, government, and our community. I am ready to put that experience to work for Texarkana, Arkansas.
Why I am running for mayor of Texarkana, Arkansas
Texarkana is not simply where I live. It’s home. My family has deep roots here, and for more than two decades, I have built my career, raised my family, served my community, and been actively involved in my church. I love this city, and I want to give back to the community that has given so much to me and my family.
Throughout my career, I have built relationships across business, government, and civic organizations. I have learned that progress happens when people are willing to listen to one another, work through differences, and focus on what is best for the community.
That’s why I am running for mayor.
Some of our biggest opportunities will not be solved by City Hall alone. They will be solved by people working together—residents, businesses, schools, nonprofits, and community leaders—focused on a shared vision for our future.
“I will be a mayor who listens, brings people together, and stays focused on the future.”

Decades of showing up, listening, and working with people
I have spent my career working with people, solving problems, communicating, building relationships, and serving this community. I believe those experiences can help Texarkana move forward.
For more than 24 years, I have worked for Domtar as a public affairs professional, with responsibilities in communications, government relations, media relations, community engagement, and public service.
My work has given me the opportunity to sit at the table with people who often bring different perspectives and priorities—business leaders, mayors, county officials, state legislators, educators, and community organizations—and work together to find ways to move forward together and find win-win solutions.
My experience has taught me how to build relationships, communicate clearly, listen to different perspectives, and bring people together around common goals.
I have also had the opportunity to serve on numerous local, regional, and statewide boards and organizations, including:
Texarkana Chamber of Commerce
Arkansas Forestry Association
Arkansas Forest and Paper Council
Southwest Arkansas Workforce Development Board
Arkansas State Chamber of Commerce.
I lead Domtar’s Community Advisory Team and am a longtime Rotarian.
“Tammy will do an amazing job representing and leading our city as mayor. She has the leadership skills, experience and knowledge of government to make a real impact. ”
Prissy Hickerson, Former Arkansas State Representative

I have spent much of my career working alongside employers, community leaders, educators, and government officials. I understand the importance of creating an environment where businesses can grow and where new opportunities can take root.
Economic growth should mean more opportunities for the people who call Texarkana home—including opportunities for our young people to build careers and see a future here.
-
The things that make a city feel like home are often the things we experience every day—safe neighborhoods, well-maintained streets, parks and public spaces, and a community we are proud to call our own.
Public safety and strong neighborhoods require partnership. We must support the people who protect and serve our city while also listening to residents and working alongside neighborhoods.
That is how we build a city people are proud to call home.
-
I want Texarkana to grow and prosper.
But growth must be accompanied by thoughtful planning. Our streets, drainage, utilities, and city services must keep pace with the community we are building.
Responsible planning helps us prepare for the future rather than constantly trying to catch up with it.
-
A strong workforce is essential to a strong economy.
Our schools, colleges, universities, and workforce training programs play an important role in preparing the next generation. The city can help strengthen the connections between education, workforce development, and the employers who are creating opportunities.
When those partnerships work well, young people have more reasons to stay, build careers, and invest their futures right here in Texarkana.
-
None of these goals can be accomplished by one person or one office alone.
Progress requires residents, businesses, schools, nonprofits, community organizations, and city leadership working together.
Bringing people together, listening to different perspectives, and building partnerships around shared goals is the work I’ve spent my career doing.
And it is the kind of leadership I would bring to City Hall.
My Vision for Texarkana, Arkansas

I would rather hear from you first.
The best way to understand what a city needs is to listen to the people who live here. That is why I am sitting down with neighbors across Texarkana in small conversations and asking:
What is Texarkana’s greatest strength?
What is our greatest opportunity?
If you could change one thing about Texarkana over the next four years, what would it be?
I want to hear directly from the people who live, work, raise families, and invest in this community. I don’t have all the answers. But I know how to bring people together to find them.
